FIRE CHIEF POSITION
The Clemmons, North Carolina Fire Department seeks a FIRE CHIEF for the department who is a passionate fire safety expert and a true servant leader with the skills to inspire staff to outstanding performance, while supporting the Board of Directors and men and women of the department in meeting strategic objectives. The Fire Chief is responsible for all operations of the department, overseeing administrative, company operations, community risk reduction efforts, and providing leadership of the department.
The Community
The Village of Clemmons is in Forsyth County, in the Piedmont Triad Region of North Carolina, adjacent to Winston-Salem. Ours is among the fastest growing regions in the country. Clemmons covers thirty-two (32) square miles and has a population of almost 30,000 people.
The Clemmons Fire Department also serves a significant unincorporated area of Forsyth County comprised of 2.0 square miles and a population of approximately 60 residents. Clemmons is home to Tanglewood Park . The Clemmons area is a growing suburban community with easy access to I-40.
About the Department
The Clemmons Fire Department provides fire, EMS first responder / rescue, and community risk reduction efforts to the Village of Clemmons and the Clemmons Fire District. In FY21 the department responded to over 1,600 incidents. The department traces its roots back to October 30, 1951. In 2017, the department earned an ISO Class 3/9E rating through North Carolina Department of Insurance. The Departments annual budget for FY22 is $2.1 million.
Clemmons is a combination department comprised of twenty-three (23) career and more than twenty (20) volunteer members. Clemmons Fire Department utilizes a ‘Blended Staffing’ model whereby career, cadet, and volunteer firefighters work side-by-side daily. The department is committed to the individual growth of our members, offering a robust training program which includes initial and advanced certification courses, and a wide array of career development opportunities for our members. In FY21 members logged more than 6,800 hours of training.
The department operates five (5) pieces of suppression apparatus, one (1) heavy rescue unit and one brush/all-terrain/EMS (1) vehicle from two fire stations. A new Class A pumper is on order and station 3 is in the planning stages. The standard of cover for the department is all responses in five (5) minutes or less. In FY21 we met this goal for 80% of all incidents in the jurisdiction.

Position description and responsibilities:
The Fire Chief is responsible for planning, directing, managing, and overseeing day-to-day activities and operations of the Fire Department including fire suppression, fire prevention, emergency medical services, hazardous materials response, disaster preparedness, and related programs, services, and operations. The Fire Chief will be highly engaged in strategic planning and supporting all staff to reach stated goals. In addition to providing dynamic leadership to the Clemmons Fire Department, the Fire Chief will principally coordinate with the Village of Clemmons and Forsyth County Government as well as all response partners. Three Captains and one administrative assistant reports directly to the Fire Chief.
The Fire Chief reports to a 501(c)3 non-profit corporation Board of Directors, who represent the community. The Board is recommended by a nominating committee and comprised of fifteen (15) members with staggering three (3) year terms. The Board is led by a President, who the Fire Chief will communicate with frequently.
The ideal candidate for this position possesses excellent interpersonal skills, a highly developed knowledge of emergency service delivery and program evaluation, experience with strategic planning and goal setting, the ability to set and meet deadlines, the ability to multitask, and experience leading a dedicated and diverse workforce.
Qualifications:
• A Bachelor’s degree (Masters and/or an Executive Fire Officer Program Graduate from the National Fire Academy is preferred) in a fire or emergency management-related professional or technical field is required.
• Minimum of ten years of career fire service experience with at least five years as a career Chief Officer.
• Certifications:
o NIMS ICS or a NFA course meeting NIMS ICS (100, 200, 700 & 800).
o NIMS ICS -300 Intermediate and NIMS ICS-400 Advanced.
o NC or National Registry EMT certification.
o Fire Officer I and II, NC Chief 101
o NC Fire Instructor II.
o Technical Rescuer trained certification.
• Must possess and maintain a valid class B state driver’s license with an acceptable driving history.
The successful candidate:
• demonstrates excellence in fire service operations management;
• is strategic in assessing needs and changes in the fire district and adapting plans, technology and staffing as needed to meet the safety needs of the community;

• experienced in complex planning, project management and leadership in the development and implementation of a comprehensive, strategic plan to meet the community’s emergency service needs and goals;
• fosters cooperative working relationships among staff members and emphasizes positive customer relations approaches with citizens, vendors/suppliers, and those conducting business with The Village of Clemmons and the department;
• understands volunteer departments and can work to support the blending of career and volunteer professional cultures;
• coaches and holds employees accountable to conduct their work and activities in a manner that embraces the professional fire service values; utilize the performance appraisals as a guide to each employee’s success;
• has a proven track record in policy development and consistency of application;
• eliminates silos and seeks commonality across functions intra-departmentally and works effectively interdepartmentally to build relationships in service to public safety goals with a proven track record in building and maintaining morale through effective team building, advocacy, and consistency of policy application;
• expertly uses data and metrics to propose solutions and make decisions;
• maintains knowledge of best practices in fire safety and emergency management through continuing education to include appreciation and understanding of technology;
• communicates excellently both verbally and in writing and possesses well-developed interpersonal skills and abilities; and,
• has a track record of developing high-performance expectations and personnel accountability as a highly accomplished fire service leader.
Salary and Benefits:
The full salary range is $80 – $129k and starting salary will depend on experience and qualifications.
