RE: Explanation of Position on SB 409
The Board of the NC State Firefighters Association has issued a letter of support to the Governor for SB 409, along with the NC Association of Fire Chiefs, because our Cancer Insurance Protection for Firefighters, as well as needed corrections to our Volunteer Safety Workers Compensation program are included. Without this bill becoming law, both programs could face difficulties.
The support of the bill does not indicate support of the separation of the State Fire Marshal position from the Commissioner of Insurance. That separation occurred when the budget bill passed and became LAW. SB 409 simply clarifies those changes.
To be clear, the NCSFA support of SB 409 was to protect our benefit programs for firefighters, not to support or oppose the issue of State Fire Marshal. That issue can only be changed by additional legislative action to change the law established when the budget passed in Session Law SL 2023-134, separating the position.
